Has any one used this product?

I used to use 3M metal prep 45 year ago.

MastercoatŪ Metal Prep & Rust Remover is a must for quality restoration work. It will dissolve light to moderate surface rust and has a detergent action to get rid of grease and oils. MastercoatŪ Metal Prep & Rust Remover etches the steel and leaves a zinc phosphate coating behind. It also neutralizes the rust, deep within the steel. The zinc phosphate coating, especially with ordinary paints, will prevent rust from forming under your new paint work.

That product is essentially the same thing as the 3M metal prep you're familiar with. Ospho, Picklex 20, and many others are other similar products.

I have some and did some tests with it, but haven't used it on a car yet. It is reusable, unlike most of the others which loose strength with use, so if you want to dip some parts to clean, then it is an excellent choice, and of course it is good for brushing on. Kirker epoxy will stick to it with just a wipe and PPG recommends a rinse before using DPLF epoxy. But SPI epoxy requires it to be completely rinsed off, then sand the metal with 80 grit DA, or you will loose adhesion, regardless of what the metal prep manufacturers say.

If dipping a rusty part in most of the metal preps, it is advisable to strain the acid after dipping, so it doesn't continue desolving the bits that fall off in the solution, thereby reducing its strength. But that is not a problem with the master series.
