Lot of work.Do a test on the polish-glaze idea that was offered.It has worked for me.
Tape the holes on the outside.From the inside fill the hole with a thick paint polish or glaze using a Q-tip.The oils in the polish-glaze will inhibit the bedliner to stick to the tape therefore...

That depends as not all manufactured sandpaper with equal numbered grit are the same in terms of aggressiveness and longevity of usage.
