Is it okay to apply filler over Transtar guide coat or should I sand it out first? Sure would make it easier to fill only the low spot when I can see where it is.
You've identified where the low is, I would now scuff the low for better adhesion of your filler, ie: removing the guide coat from the area in the process. It's purpose is to show defects, and is not an equal to the epoxy you're using, IMO.
