My suggestion would be to find *original '57 wheels if possible, although wheels from '58 thru '62? or so might be compatible and also be slightly wider (which is good)..

CPP is likely owned by the CCP....
I doubt CPP gets many requests for 'fixes' from people who die or are injured from a failed CPP tilt column!

Beware buying a 'chinese' produced "TILT" steering column, that *may* use a plastic coupler in the tilt mechanism.. the CPP tilt column is from china...
I agree with Paul, with a few caveats.... 1) tape over all seams/cracks so it doesn't get between panels, just sand those areas..
2) after stripping, make sure the stripper is removed and residue...

You want to just slightly compress the rubber mounts.. Since I'm not remembering the specific torque, I'm guessing around 15-25 ft-lbs.
Whether sandblasting is bad or good, depends TOTALLY on who did it and HOW they did it. Any joe Blow using a commercial high pressure sand blaster is NOT good, but someone who knows what he's doing...
