It just covers up the dust caps (front) or the axle ends in the rear. Didn't they originally come with a cap on them?
I did it on a car I built back in the 90's. Thin coat, not major build up. It was still fine when I sold the car about 10 years later.

good point, but he said battery has 12 volts plus..........I see your point. What does it have when you turn the key?
If it were me, I think I'd first check the starter. If starter is good, I think I'd pull the plugs and try to turn over the motor by hand. I'm sure other, more knowledgeable people will chime in...

Had a similar problem with my son-in-law's 67 Chevelle after we installed an AAW kit. Like RD said, I'll bet it's a ground issue.
